D'uh! Even with a fat client setup, it shouldn't be so hard to replace a
monitor. In fact, the idea behind ltsp is that even if the entire PC
finally dies, you can replace it, and the user doesn't miss a step.

I highly recommend the LTSP route for this.  The Davao City chamber is
similar to what you described above.  With just a budget of Php
80,000.00 we were able to buy two new PCs (one server) and two
additional clients from second hand stores.  We even had change after
that.  The best thing was making their 486 run faster than it did with
Win 3.1.  Unfortunately, they decided to junk it after the monitor
finally conked out.
