Most security cameras don't record at 30 fps, even if you're using a
single one. 1 frame per second is enough for most applications. And
also, the card I'm referring to (most security DVR products I've seen)
are not really recording from 16 cameras at a time. Only one at a time
actually. Think of it as only one tuner but there are 16 channels
available. Most capture cards used in security DVRs works this way.

Unless of course the card is using a different interface, so even if
it's using a bt8xx chipset, there are no guarantees the same V4L
drivers will work.
