Huh? NFS and FTP are two different things.

I believe what Bryan is asking is if it is possible to mount
an ftp:// url address onto the filesystem. The short answer
is no, you can't. Do a 'man mount' and look at the supported
file systems, nfs is supported but not ftp.

You can't arbitrarily mount an ftp:// url onto your
filesystem but Bryan can opt to run an NFS server (or
Samba) on the host that he wants to access remotely
to get the files there to mount and appear as 'local'
directories, but using Samba or NFS has nothing to do
with FTP.

Still, this led me to an interesting idea: how feasible
would it be to write a VFS plug-in that would enable ftp
mounts? This could be pretty cool...

Microsoft's CIFS (what they are evolving SMB towards) is
about providng similar functionality (enabling filesystem
mounts across the Internet).
