Yes, they are long past the Halloween Documents/"GPL is cancer" era but consider that 99% of Microsoft users ahve not heard of .net or PowerShell. They are going, quite literally to where the developers are and acquiring GitHub accelerates that initiative by about a decade.
Office, Windows (unless you are the Chinese government), SQL Server and countless other products of theirs remain proprietary, as does GitHub itself.
Regardless of the meaning for Microsoft or GitHub, this is a GREAT day for GitLab.
