I went to the link above, downloaded TreeForm 1.11/TreeFormWindows.zip
(neet verion 2019-09-05), extracted, changed to the appropriate directory:

$ unzip TreeFormWindows.zip
$ cd TreeFormWindows
$ ls
TreeForm.bat  TreeForm.jar  about.htm  help  image  readme.txt  what_new.htm

$ java -Xmx256m -Xms64m -jar TreeForm.jar
Oct 06, 2019 1:10:31 PM userInterface.Start main
INFO: Launching the application...
Oct 06, 2019 1:10:31 PM userInterface.Start main
INFO: Launch thread now exiting...

runs as expected.
