I'm sorry, I still don't see where you've tried setting Service to an empty 
string as discussed. For example:

# grep -v ^# /etc/logwatch/conf/logwatch.conf
Service =
Service = cron

FYI, I've never used logwatch before a couple of days ago. I'm just trying to 
help troubleshoot based on man/doc pages and some testing on my end. I'm by no 
means an expert :)
