Dick's use of LO's calc pointed to what I did wrong: the field is seen as a string by sed, awk, and emacs so it does not sort as an integer. Mea culpa! Here LO-6.2.8 is installed but it's search-and-replace on that column did not recognize the search character: '. I used emacs search and replace to remove the single quotes on that first column.
