[PLUG] Moving program buttons in XFCE panel

This is supposed to just work, but I think I messed something up. When I 
opened up my laptop, the bar that is usually at the top of the screen 
was 1/3 of the way down the screen. Searching, I found an instruction to 
reset the panel that fixed that problem, but now I can't rearrange the 
buttons on Panel 0. I know that somewhere there is a switch to allow 
moving the buttons, but it is currently playing hide and seek with me. 
Would someone please provide the clue stick to help out here?
