I'll second the plug (pun intended) for Xmission. I use them on UTOPIA. 
In addition to providing awesome mirrors for downloading, if you upload 
/ download to their servers, the transfers don't count against your 
monthly usage if you're a customer. So now my OS updates and patches 
don't subtract my monthly data transfer. How cool is that?
