I don't think PHP is in a downward trend at all right now, but more so that it is shifting towards frameworks. So you may not find a job listing that says PHP in it, but it has a framework name several times.
I didn't notice any mention of those in your original email. Do you know any? Laravel seems to be dominating the scene right now, as it current holds more stars than any other framework of any language on GitHub. It also seems to be rapidly approaching Rails in the number of forks. Symphony is another one I see, but not as often. Then you also have Zend, Yii, Phalcon, Aura, and Cake, in no particular order.
