Sounds a lot like ZeroTier which also designed their network for STUN/TUN discovery but in the end aims to establish direct peer-to-peer VPNs. The nice thing about ZeroTier is that much of it is open source and if you are really clever or motivated, you can run an entire ZeroTier infrastructure that doesn't even involve the official network.
