Hi Glen
You don't need to put the html files into a special location. Just put
the complete IRBlaster directory into your Plugins directory. Just like
this:

Plugins
|- IRBlaster
|- Plugin.pm
|- slim.conf
|- HTML
|- ...
--------------------
Then go into your player settings and select 'IR Blaster' from the drop
down selector. If you don't see it, try the empty entry.
