This wouldn't be a plugin for SlimServer but for your VoIP software. 
SlimServer already provides many ways for external programs to control
it, most notably CLI and HTTP.  Using these methods it is trivial to
pause and resume SlimServer.  You'd just need a plugin for your VoIP
software to make use of them.  Basically, I'm afraid you're asking in
the wrong place.
