Last yr. when working on a problem with AlienBBC/Mplayer I heard similar
problems - they were usually at peak times Mon-Thurs 7.30am-10.00am and
5.00-7.30pm.  At these times the BBC servers dropped data.  With live
broadcast, if data cannot be digitised and shipped out in time for
whatever reason(e.g. network congestion, server load), the data seems
to be dropped so that the broadcast remains up to date in real time. 
As the data is being dropped at source - no amount of additional
buffering would solve the problem.

Besides extra load on BBC, all networks would be experiencing
additional data traffic as there are many stations broadcasting and so
network congestion may be part of the problem.
