strange thing is that Android Spotify app rarely shows its own; luckily i rarely use the app. my own app which makes spotify web api always gets the device. Windows Spotify app shows the device however, so i'm not sure what is up (or down) with android version.
I mentioned this before: there are two ways for Spotty to be seen (or for an app to see Connect clients): either by local announcement, or by the authentication status on Spotify's servers. The web API uses the latter. It only sees devices authenticated with the same credentials as your web API implementation. The apps use both methods by default, but can be configured to only show devices found in the local network. If your app is configured this way, it wouldn't see Spotty if the local announcement failed.
Please see Settings/Advanced/Spotty: is the "disable local announcement" checked? If so, then Spotty crashed too often and disabled announcements.
