Your 2 logs of with and without VPN are both using the UK only URLs - I
cannot see any attempt to use non-UK streams.
The error is as expected

It looks like the BBC can detect your VPN as a known VPN and is blocking
it. The plugin is making a standard HTTP request sent over PC network
interface - and BBC's CDN Akamai is rejecting it. The plugin can do
nothing about this.
What I cannot understand is that you say from same PC using same network
interface using BBC Browser radio - you can play the DASH UK streams
(i.e. R4LW TMS). I need to find a restricted broadcast over the next
few days and devise a test.
As a sanity check - the audio chunks are timestamped so 240102824 is for
11 September 2018 09:27:53 GMT. This chunk is logged by LMS at 18-09-11
11:28:27.2362 - are you in Central European Summer time (GMT+2) ?
