Ah, well that transparency had me confused.  Since you are using Windows
10, I recommend you try the new "Snip and Sketch" application that is
part of Windows 10 (1809).  It allows you to "Snip Now", "Snip in 3
seconds", or "Snip in 10 seconds".  This allows you to select, say,
"Snip in 3 seconds", and then you have three seconds to bring up the
menu you want to snip without it going away.

I am baffled by your issue.  You should not have to sign in/out of
windows for scaling changes to take place, they should occur immediately
when you change the scaling value.  (Unless you are doing this the old
(not recommended) way.)
