I've already done this on two seperate systems. One is a linux VM running Vortexbox 2.4 nothing has changed on this system for a long time and it's just setup as it installs, LMS is bundled with it and so is the plugin. It used to work just fine with older versions but I stopped using it for while. It's all updated to the latest versions for it and every other plugin works. I have stopped lms and tried to run the binary using just -i still does not work. I have tried to create XML in different location no dice, changed permissions no dice. Also tried it on my windows laptop just running the .exe with the basic command to create XML fails. My user is the admin folder has full permissions for everyone.
