Try the flac-armel and flac-armhf binaries from 'here' (https://sourceforge.net/projects/lmsclients/files/utility/flac/20180910-861a6dc). Both have ogg enabled. The armel flac runs fine on most arm based platforms regardless of the floating point number support.
