They could go there, but it's not recommended. With that method an upgrade of SlimServer will lose the plugins. Library/Slimdevices/Plugins is the correct place, allowing for the fact that you need to distinguish between /Library and ~/Library. That is, if you - or anyone else who needs to know - doesn't know, between the Library that is for all users and the ones for each individual user.
