I am unable to retrieve my play list or access any stream from Spotify.
I have done a fresh install of everything but I get the same result.
I am able to install Spotty but when I try to access my play list it
locks up LMS and can't retrieve anything. Any suggestions would be
appreciated I included the server log file.

Hmm... there's no sign of Spotty related activity in that log file. But there are a few signs of networking issues. Not regularly, but anyway. Is other functionality working within Spotty? You could set logging for plugin.spotty to INFO to get more information in the log file.
