While it would be possible to have a widget that would not fully invoke an app and just send commands in the background to the server, the widget would not be able to receive any sort of status info. So it wouldn't be able to display the currently playing song or even show if the player is playing or paused. To receive status info from the server, there needs to be a persistent connection to the server, which means an app needs to be running. You can kind of get what you want with Squeeze Ctrl.
