The last observation time from the PWS might be helpful, I think, as a local time. But it might be even better if a switch between the observation and refresh time were possible.
An extra setting field for the time of data refresh at startup is not necessary for me, I was just curious why it was gone. But as you say it was in @tcuttings version of SDT, I recalled. I think the LMS delay on refreshing weather data in my first setup is due to the network where LMS is searching for the players and has trouble finding the synced Transporter and Pi over powerline. Recently I added new equipment and since then it takes much longer for LMS to get the first weather data. Playing music is no problem, it starts instantly. LMS on my other Pi in a better network works very well, new weather data are shown about 15 seconds after restart.
