I had a quick look at the code and the result is ordered by average rating for each artist, with lowest rating at the top. The reason I didn't get the same problem is that I usually rate songs when they are played. The result is that I have a lot of unrated artists that show up in the "Never Played Artists" statistics and these will be order by random since they have the same average rating, this probably isn't the case in your library.
