Phil: if you're running from the svn code, then I think the plugin needs to be installed to a different location: ...\server\Plugins. At least that seems to be the case with linux. Since you're getting the log entry, that doesn't seem to be the issue, though.
Are you comfortable with editing the plugin code? If so, try adding full paths to psshutdown.exe in the system calls in doSystemShutdwonWin. See if that makes a difference.
