ok, I see two possible causes. 1. You have to use <ip-address>:9000/ipeng but you probably did that and just didn't write it 2. You are on OSX, right? The Application Support folder does not work for plugins containing a skin (I will have to remember to file a bug on this). Please use the preference panes folder as described in the installation instructions. I don't have my Mac at hand and so I cannot look it up right now but the path is descibed there. Please make sure to remove iPeng from the Application Support path and restart the server. I think that will do the trick. On the old version the plugin and the skin were separate so that worked then.
