You will need to run it on a Windows computer which also needs to be
the same computer as the one which you run iTunes on.
The script calls the iTunes application to do the update, it doesn't
write directly to the iTunes library files. 

There is currently no way for a third party application to write
directly to the iTunes library files due to Apple restrictions. I
suppose Apple wants us to use the iTunes application for everything,
the need for other music managing applications doesn't seem to exist in
their mind.
