I have written a script which may be relevant here. It imports last.fm playcounts for tracks in one's library. At the moment it can import specified users or countries and global counts.
These are stored in tables in the mysql database and are then available for dynamic\sql playlists. I haven't tested this with 7.4 yet. I also want to add any playcounts on last.fm that are not on trackstat. So if last.fm shows more plays add the additional plays to trackstat data. This will alow you to update your playcounts with plays from anything that updates last.fm.
