Officially Energy Saver should only put the Mac to sleep if there is no keyboard activity, no mouse activity, and no hard drive activity.
I am not sure if it sometimes fails to behave properly if there is no hard drive activity. On my system something prevents Energy Saver putting the machine to sleep at all (it's a known problem, but there seem to be many causes). So I have added a program Please Sleep that forces sleep when needed. Unfortunately (for known reasons) it does put the Mac to sleep whenever there has been no keyboard or mouse activity for the specified time even if the hard drive has been accessed. I solved this, and my solution should work for you. Get one of the free programs Jiggler or Caffeine (they work slightly differently, you may prefer one or the other). Write shell scripts to activate or deactivate whichever you choose. Now make SvrPowerControl run the activation script when not idle, and the deactivation script on idle.
