I don't buy that argument.

The same problem is affecting non-UK listeners where AAC and WMA are
either the same 48k).

The BBC replaced their iPlayer backend recently and there were some
issues with TV programmes.  I think a BBC iPlayer s/w upgrade is more
likely the source which will be fixed in time.
