It's a bit of a mystery. I've checked and the line of code that sets the play time uses the perl function 'localtime' which as you'd expect is supposed to return the local time!
If you set the plugins 'direct update' mode off, and play some tracks, the updates will be written out to a file in the playlist directory and you can see the timestamp being used there. That would narrow it down to being either a perl or iTunes problem.
