It's been a while since I looked at the sources but I think the wavin2cmd uses an older Windows audio interface which some vendors do not support anymore - this may be the reason. Windows Media Center used to use the DirectShow interface which is not used by wavin2cmd.
See if you can get VLC to tune and play audio on PC speaker.
