Which clock style are you using exactly ?
If you are using one of the SDT(SuperDateTime) styles, the PC needs to
be running because the weather information is provided by the SDT
plugin running on the server, this has always been the case.

If you are using one of the "CS Basic digital Clock - weather (weather
applet)" styles, it should work without the server powered on since the
weather information then will be taken from the Weather applet developed
by bluegaspode. However, please note that for this style to work, you
will need to have both Custom Clock and the Weather applet installed on
the Squeezebox.
