Have you probably purchased the feature in iPeng for iPhone (e.g. the
discounted version)? If that's it, then you need to install that on
your iPad 3, too, and restore playback in iPeng for iPhone. It will
then work in both Apps (on that device).

If that'S not it: do you use the same iTunes account as for the
original purchase? Are In-App-Purchases maybe blocked in the iPad's
settings?
