OK see 1.4.34 - try going to the database view (can choose the "Edit
Tracks" link from any album), selecting as many files (with ratings) as
you want to test, then choosing the new "Write Selected" link at the
bottom. Hopefully this should write your RATING tags (if it detects that
the stored tag is different). Check if it works at all first on a
non-windows server (I don't have one to try it), then let me know about
performance on checking and updating lots of files across the network. 
NB. You have to ensure your mapping options are set up correctly to
ensure the PC can access the files, and you may have to play with the
file/folder permissions themselves.
