If it is, then you have enabled "Party Mode". Settings->iPeng Settings.
It's to prevent you from accidentally clearing the playlist, which is
what "play" does.

Well, that, too, is the Party Mode's fault. It doesn't let you clear the
whole playlist at once, for the same reason as why it doesn't let you
play an album/track.
