It's difficult :) "Properly configured" is not digital. There is a basic
requirement, which is to have lame installed. You can see that in the
web interface under "Settings->Player->General->Bitrate
Limiting".

But besides that, whether it will actually limit the bitrate also
depends on whether the codec is supported on the server which can be an
issue especially for AAC and ALAC.
Besides that, resampling can fail on some systems.

iPeng doesn't bail if the stream is not bitrate limited, because what
should it do? It can't do anything about the problem (it sites on the
wrong side of the pipe) so simply not playing is no solution either.

If you want to know what iPeng actually receives, you can open the
context menu for the current track and open "More info", but you need to
do this while playing or you will only get the original file format.
