A TrackStat restore should not trigger a refresh.

To be sure if a refresh is executed, you can view the server.log file,
TrackStat will show a "TrackStat: Synchronizing TrackStat data, please
wait..." message when the refresh starts in the server.log if Warn level
is enabled on plugin.trackstat in LMS Settings/Advanced/Logging. It will
also show a "TrackStat: Synchronizing TrackStat data finished" message
when the refresh is finished.

However, the restore operation uses the background execution logic in
LMS process and is not running in a separate process like the scanner
does, possibly this might cause some disruption in the playback. 

Does the system halt completely or is it just a bit slower and cause
hick-ups in the playback ? 
If it's not halted completely I suspect it's the background execution
logic that's causing the problem.
