I am also having problems with the plug in on the DS213J NAS. When I change the port nummer 9005 to e.g. 9006 it reports that the the helper is running. But running the test stops it and the test fail.
Thanks to Anthonys manual solution is now works and the test is passed, but there is some quirks. I cannot save add tracks to playlists i spotify. Perhaps the problem got something to do with the fact that this NAS arm v7 unlike the prevous synology arm based products?
