Even on the desktop, only Radio 3 streams live at 320k.  The desktop
streams use Adobe HDS - not HLS - in order to feed the in-browser Flash
player. HLS must be part of an "if you build it, they will come"
strategy, though as you point out it's not yet clear who "they" are.

The BBC iOS applications don't use 320k streams, even for Radio 3.  You
would hope that will change in the near future, but after recent events
who can say?
