It sounds like you were using my Playlist Manager plugin. I am using it here with 7.9. I don't install from my repository, maybe there is a problem with the install.xml.
It's been a while since I made any changes, but it could be that I tweaked my local copy to get it working for 7.9 and forgot to republish the changed version to my repository.
