I have had a few 595 errors with no associated DNS issue but it was at the busy time. Similarly after watching network traffic playin a BBC live station using the DASH reference player - I have seen some packets have long response times. So there will alway be a few case of rebuffering but far less than with HTTP1.0 implementation.
I resurrected an old XP laptop with a dual core processor 1.5Mhz - so similar in spec to your system and it looks like it has similar issues to your system so I hope I'm now in a better position to fix the "transcoding" issue. When Triode implemented HLS first - there were more problems on Windows system than on Linux (not clear if there were actually more Windows users) and they seemed to be DNS related and also due to Windows DNS caching.
