1.1 EL Taglib Support

A patch has been submitted to enable taglib support for 1.1.  I would like to commit this patch but remember others having hesitations about the implementation details.  The patch basically adds a ParamElTag which can replace the standard ParamTag and the associated tld.  If I remember the conversations properly, I think some people were of the opinion that the tld should not be splintered, but instead the tags should be intelligent enough to determine what spec version was being used and then dynamically use EL functionality if appropriate.

Please provide your thoughts.  If I don't hear otherwise, I will go ahead and commit the patch as is.
