The web.xml for the testsuite app is missing the DTD declaration at the top:

"-//Sun Microsystems, Inc.//DTD Web Application 2.3//EN"
"http://java.sun.com/dtd/web-app_2_3.dtd";>
Tomcat doesn't care, but Geronimo (and other servers, I suspect) won't deploy
it this way :-).
