Resolution: Fixed
Users can edit existing tooltips and add tooltips for custom modes by editing
pluto-portal/src/main/resources/ToolTips.properties in the source distribution
or by editing <TOMCAT_HOME>/webapps/pluto/WEB-INF/classes/ToolTips.properties
at runtime.
