Fix For: 1.1.3
Currently generated urls are absolute. This should not be. Instead, they
should be relative to the server root.
not: http://localhost:8080/pluto/portal. . .
instead: /pluto/portal.
This will allow easier proxying, etc. . .and better wsrp support in the future
too.
