M2 snapshot repo

Does Pluto have a Maven 2 snapshot repo or do we use the one provided by 
Apache?

What are the policies associated with releasing snapshots?  Can we 
release them at will?  I presume that they have to conform to releases 
in that they need to be signed and contain LICENCE and NOTICE files in 
the correct places...

Would anyone be against me pushing out a snapshot of 1.2?
