Resolution: Cannot Reproduce
I cannot reproduce this and pluto-portal-driver-config.xml is added as WEB-INF
resource just fine.
My guess is you might have a custom build/configuration setup incorrectly.
I suggest discussing this (and likewise issues) *first* on the pluto-dev list
before creating an JIRA issue for it.
