Pluto does contextPath.substring(1) on the value returned by
ServletContext.getContextPath() Per the Servlet spec that method will return an
empty string if the servlet is deployed in the root context, this will result
in an IndexOutOfBounds exception.
The proposed fix is to not remove the leading /.
