TCK testing: The ResourceResponse#createXxxURL methods should throw an
InvalidStateException, however, they apparently do not.
To reproduce the problem, use the TCK command:
mvn test -Prun-tck
-Dtest.module=V2SigTestsResource_ResourceResponse_SIGResource_hasCreate
